TOMCAT™ (Total Organizational Maturity and Cultural Assessment Tool) is a proprietary, research-based diagnostic framework designed to assess the organizational maturity and culture of public safety agencies.
Developed by Dr. Mark Brown, a recognized expert in law enforcement evaluation, TOMCAT empowers agencies to identify internal vulnerabilities, strengthen departmental culture, and promote high-functioning, constitutionally sound policing.
Unlike conventional audits or compliance reviews, TOMCAT offers a comprehensive, multidimensional view of how agencies function—internally and externally. Its purpose is clear: to isolate and correct subcultural deviance, elevate leadership practices, and align daily operations with mission, ethics, and law.

Based in law enforcement and policing experience at all levels - our personnel possess a broad familiarity with state and federal laws, constitutional policing, and best practices. Further, our approach is backed by academic credentials and familiarity with data-driven policy decisions.
Policing has seen a drastic decline in quality candidates and increases in retirement. These factors have proven critical to public safety concerns. Our approach to hiring, retention, and promotions is based in compliance with agency mission, development of scientific assessment centers , all aligned with specific agency goals and needs.
Research has shown that public confidence in the police is elevated through the external investigation of allegations related to internal concerns. At times, due to the sensitivity of an allegation, or a lack of sufficient agency resources - an external partner is necessary. Due to extensive law enforcement experience, and academic approaches based in scientific analysis, our personnel approach investigations with neutrality, objectivity, and specific focus on constitutional compliance.

Mark Brown is an accomplished law enforcement professional with a Ph.D. in Criminal Justice. With extensive experience in investigations, tactical operations, and public safety training, he has held significant leadership roles. After beginning his career in law enforcement at the county level, Dr. Brown transitioned into federal law enforcement as a Special Agent with the United States Department of Treasury and later the Department of Justice (DOJ). As a Special Agent, Dr. Brown served as the lead on violent crime investigations with significant risk and elevated impact to public safety. In addition to investigative experience, Dr. Brown was also a member of a DOJ tactical team as an operator and tactical medic, retiring as Commander | Supervisory Special Agent. Following retirement from federal law enforcement, Dr. Brown's commitment to public safety continues through previous appointments as Interim Chief of Police, and through academic contributions that include teaching at the university level with a focus on criminal justice and response to violence. Dr. Brown is a published author on police culture and racial profiling.
